The Texas Local HIE Grant Program provides partial funding for the development and operation of local health information exchange (HIE) initiatives and networks to support higher quality, safer, and more efficient health care.  Twelve local, community-based HIEs serving the majority of Texas' population receive funding through the Program to enable health care providers to securely exchange patient information with each other within HIE's local network, across networks statewide, and ultimately even nationwide.  The Local HIE Grant Program is administered by the Texas Health and Human Services Commission (HHSC) in coordination with the Texas Health Services Authority (THSA).

Background

In March 2010, Texas received a four-year, $28.8 million grant from the federal Office of National Coordinator for Health Information Technology (ONC) for funding under the State HIE Cooperative Agreement Program.  This program, created through the American Recovery and Reinvestment Act, was established to fund state planning and implementation of electronic HIE networks.  The HHSC serves as the state fiscal agent for this funding, which is the source of funds for the Texas Local HIE Grant Program.  The THSA, under contract with HHSC, serves as a convening entity to ensure broad input from consumers, hospitals, payers, physicians, and other stakeholders on the development and implementation of HIE in Texas.

Local HIEs

In December 2010, the HHSC issued a Request for Applications (RFA) for funding under the Local HIE Grant Program and made planning grant awards to qualifying community-based HIEs to develop Business and Operational (B&O) Plans for the operation of HIE in their communities.  Funding awards were based on the number of hospitals and physicians each HIE intended to connect.  Program awardees conducted a planning process and submitted B&O plans and quarterly progress reports to the THSA and HHSC for review.

In 2011-2012, twelve local HIEs began implementation and initial provision of HIE services.  Those Texas Local HIE Grant Program HIEs submit monthly reports to the THSA and HHSC for review and will support, at a minimum, the following HIE services in 2012:

  • electronic prescription;
  • lab results delivery; and
  • clinical summary exchange.
